Snowed in by Rules

In the last week we have seen more examples of how Senate rules can be used, as the President says, to gum up the works. We've had Senate business ground to a halt to consider the district projects of a single Senator. Then a routine nomination was blocked by a filibuster, despite majority support for the nominee. The continued abuse of Senate rules is the kind of business-as-usual Washington politics that so frustrates the American people. White House Communications Director Dan Pfeiffer blo… Continue Reading

Let's Reform Campaign Finance Laws for Good

Today, I joined my colleagues on the Senate Rules Committee to discuss the recent U.S. Supreme Court decision on campaign finance reform - a decision that strikes down long-standing campaign finance laws limiting corporate influence on elections. With this decision, the Supreme Court has shown its willingness to rule broadly and ignore longstanding precedent when it is reviewing the constitutionality of campaign finance laws. It was a victory for special interests at the expense of the American… Continue Reading

It's Time for the Constitutional Option

Resolution on the Constitutional Option Full Text of the Floor Speech A year ago, I took my seat in "the world's greatest deliberative body" as the 17th U.S. senator for New Mexico. The respect that I hold for the institution of the U.S. Senate is immeasurable, as is the pride with which I serve. But in the past year I have witnessed an assembly that seems more dysfunctional than deliberative - where partisan rancor and the Senate's own incapacitating rules often prevent us from conducting our… Continue Reading

Udall Introduces Constitutional Option to Reform Senate Rules

WASHINGTON - U.S. Senator Tom Udall, D-NM, today introduced a resolution prompting the Senate to exercise its Constitutional Option to reform the rules governing the chamber at the beginning of each session. To read the full version of Udall's prepared remarks, click here.
